The Industrial Skill Development Allowance scheme, as announced in the Budget Speech of the Hon'ble Chief Minister for the Financial Year 2018-19, aims to provide financial assistance to eligible individuals employed in industries in Himachal Pradesh for their on-the-job skill upgradation

Benefit: Skill Development: The scheme provides an opportunity for new employees in industries in Himachal Pradesh to upgrade their skills through on-the-job training. It enables them to gain practical experience and enhance their employability. Better Employment Prospects: By participating in the scheme, eligible individuals can develop their skills and improve their chances of securing better employment opportunities. The scheme aims to equip them with the necessary skills demanded by industries, making them more competitive in the job market. Inclusive Approach: The scheme does not impose any minimum educational qualification requirements, making it accessible to individuals with various educational backgrounds, including those with limited formal education. This inclusive approach ensures that even individuals with lower qualifications can benefit from the scheme. Financial Support: Through the Industrial Skill Development Allowance, eligible participants receive a monthly allowance. The Scheme “Industry Linked Biotechnology Research Scheme (IBRS)” facilitates Academia-Industry interaction by undertaking projects in collaboration with an industrial partner which should result in commercializing the product or process or service.

Benefit: Financial assistance in the form of a grant of ₹40 lakhs excluding overhead cost and industry share (25%) for a period of three years shall be provided to Scientists and Technologists of R&D Centers/academic Institutions/Organizations actively involved in biotechnological research with emphasis on areas relating to marine, agriculture, health and environment. 1. In addition, the host institution will be eligible for an overhead @ 10% of total expenditure subject to a ceiling of ₹2 lakh. Note: Under the scheme, the industrial collaborator who is willing to share 25% of funds additionally, a clear statement needs to be submitted along with an endorsement from the Head of the organization and should clearly mention the extent of financial support and break-up of the budget.

The scheme aims to ensure transparency and accountability in the implementation of schemes. It provides a process for accumulating and analyzing beneficiary feedback for scheme improvement, ensuring people's participation, and offering a platform for timely grievance redressal for right holders.

Promoting people’s participation in all stages of programme implementation. Conditions The cost of conduct of social audits will be met from the respective scheme’s administrative cost. Funds shall be given to Social Audit Units through the National Institute of Social Defence, New Delhi, based on budgets calculated and reviewed by the National Resource Cell for Social Audits. The first installment (50% of the total budget) is provided after the submission of the social audit calendar. The second tranche will be provided after completion of all audits, uploading of findings, and preparation of the annual analytical report.

The component aims to establish a Central Smart Surveillance Unit for continuous remote supervision of all Central Government-funded Grant-in-aid institutions and Training and Coaching centres using Closed-Circuit Television cameras and electronic devices.

Benefit: Total Financial Outlay: The total financial outlay for setting up the Central Smart Surveillance Unit infrastructure over five years is ₹15,00,00,000/- (Rupees fifteen crore). Specific Annual Financial Requirements (Central Setup Costs): 2021-22: ₹2,50,00,000/- for 1,000 institutions. 2022-23: ₹2,80,00,000/- for 1,100 institutions. 2023-24: ₹3,00,00,000/- for 1,200 institutions. 2024-25: ₹3,20,00,000/- for 1,300 institutions. 2025-26: ₹3,50,00,000/- for 1,400 institutions. Intended Use: The funds are intended for setting up the Central Monitoring System, developing a dashboard, and covering maintenance costs. Disbursement Conditions/Flow: Funds for installation of Closed-Circuit Television cameras or electronic devices in Grant-in-aid institutions will be incurred under their respective scheme. Funds for the Central Monitoring System, dashboard, and maintenance will be contracted with an external agency selected through the Government e-Marketplace (GeM) via a transparent mechanism. Conditions The Grant-in-aid organization must get the Annual Maintenance Contract (AMC) of the Closed-Circuit Television system or electronic devices, using their own resources, after the warranty period expires.

The "Evaluation and Studies" component of the scheme aims to establish institutionalized mechanisms for achieving transparency and accountability, generating lessons learned for real-time program improvement, and ensuring effective knowledge dissemination among stakeholders and targeted beneficiary.

Benefit: Financial Assistance/Funding Funds are sanctioned by the Ministry for approved evaluation projects covering a specified period. Items Covered under Funds (Costs met by the Ministry) Salaries and allowances of the project staff of the study and honorarium for the Project Director. Travel expenses undertaken in relation to the project. Consultancy charges. Printing costs. Equipment and books. Computer and tabulation costs. Contingency and Overhead charges (Overhead charges are calculated up to 5% of the total cost of Personnel, Travel, Printing, Equipment and books, Computer and machine tabulation costs, and Contingency). Fund Disbursal Installments The funds are released in three installments First Installment: 20% (released after the receipt of Performance Security).- Second Installment: 50% (released on submission and presentation of the draft report).- Third Installment: 30% (released after acceptance of the report by the Department, along with submission of 8 copies of the final report, 20 copies of the summary report and its soft version, audited Statement of Accounts, and Utilization Certificate). Conditions The successful bidder must submit a Performance Bank Guarantee issued by any scheduled commercial bank for 8% of the contract value. The Organization must execute a bond in favor of the President of India to abide by the terms and conditions attached to the funds. The Organization must maintain separate accounts for this fund, which will remain open to inspection by representatives of the Government of India, including the Comptroller and Auditor General of India. The Organization must refund any unspent balance out of the fund within 30 days from the date of completion of the Project. Any unspent balance not refunded within 30 days, or funds required to be refunded due to failure to abide by conditions, will attract a penal interest of 15% per annum thereon.

The scheme aims to intensely examine the implementation of schemes at the ground level and monitor scheme outputs and outcomes to ensure the quality of services being provided under these schemes. The scheme component provides for physical inspection of every scheme of the Ministry.

Benefit: Financial Outlay: The total financial outlay for the Project Monitoring Unit component for 5 years (2021-22 to 2025-26) is ₹52,50,00,000/- (52.5 Crore). Annual Financial Outlay Breakdown (in Indian Rupee): ◦ 2021-22: ₹9,90,00,000/- ◦ 2022-23: ₹10,20,00,000/- ◦ 2023-24: ₹10,50,00,000/- ◦ 2024-25: ₹10,80,00,000/- ◦ 2025-26: ₹11,10,00,000/- Field Inspections Target: A total of 32,049 field inspections are targeted to be conducted by the Project Monitoring Unit over the 5-year period from 2021-22 to 2025-26.- Human Resource Requirement: The number of Project Monitoring Unit members needed will increase from 40 (initially) to 49 by the year 2025-26.- Flow of Funds: Funds will be provided by the Ministry to the National Institute of Social Defence (NISD), which is the implementing agency for the Project Monitoring Unit.

The sub-scheme “Infrastructure and Technology Support” aims to develop world-class infrastructure in the country to support handicraft production, enhance product quality, and reduce costs to enable it to compete in the global market.

Benefit: Financial assistance and funding pattern:  The financial ceiling for urban haat is maximum INR 800 lakh for each unit for 80 stalls. 40% of the admissible amount shall be borne by the O/o the DC(H) and DC(Hl) each and 20% will be contributed by the state implementing agency. Land will be provided by state govt and will be over and above the 20 % contribution by the implementing agency.  In case of NER, Jammu & Kashmir, Ladakh – 45 % of the admissible amount will be borne by the O/o the DC (HC) and DC (HL) each and 10% shall be contributed by the implementing agency. Assistance will also be given for strengthening/renovation of existing Urban Haats subject to a maximum financial limit of INR 250 lakhs (90% assistance will be borne by the Office of the DC (Handicrafts) & DC(Hl)and 10% by state. Note: The financial assistance will be based on the number of stalls, land area & other deliverables in proportionate manner. The PAMC shall comprise DC (HC), ADC (HC), ADC(HL), representative of IFW and representative of State Implementing agency.

The scheme aims to provide financial assistance to Dairy Co-operative Societies for their development, smooth functioning of business, and other allied activities, enabling them to become stable and create better infrastructure. The scheme provides financial support in the form of grant or subsidy.

Benefit: The financial support is provided to meet administrative/managerial expenses on staff salaries and allowances, wages, office expenses, rent rates and taxes, and equipment. The "INSPIRE FACULTY FELLOWSHIP" component provides opportunities to 100 persons every year with Ph.D. qualifications in the age group of 27-32 years for 5 years to carry out research in both basic and applied science areas including engineering, medicine, agriculture, and veterinary sciences.

Benefit: Amount Each selected INSPIRE Faculty Fellow will be eligible to receive a consolidated amount of ₹1,25,000/- per month as a fellowship with an annual increment of ₹2,000/-. In addition, a Research Grant of ₹7,00,000 every year for 5 years will also be provided to each successful candidate including the carry-forward amount, if any, from the previous year. The consolidated amount of ₹1,25,000/- per month is an all-inclusive fellowship and taxable as per the Indian IT Act. Duration The INSPIRE Faculty Fellowship is for a maximum period of 5 (five) years.

INSPIRE Fellowship is one of the components of INSPIRE scheme implemented by the Department of Science and Technology (DST), Government of India to strengthen the Science and Technology base of the country. This Component focuses on attracting students to pursue doctoral degree.

Benefit: Duration The fellowship shall be tenable for a maximum period of five years from INSPIRE Fellowship “Effective Date” or completion of the Ph.D. program (i.e. up to the date of successful Ph.D. viva-voce), whichever is earlier. HRA HRA to the Fellows shall also be applicable as per GoI norms depending upon the location of the Host Institute. Contingency Expenditure Expenditure of contingency grant would be governed as per host institution norms. The limit of the contingency grant is ₹20,000/annum. The unspent balance of the contingency grant at the end of a year shall be adjusted to the next year with a maximum ceiling of ₹ 20,000. Internship INSPIRE Fellow shall be allowed for availing of a short-term Research Internship at any national or international Laboratory/ University/ Institute up to a maximum period of 18 months either in one or multiple slots during 5 years tenure of Fellowship. Upgradation of Fellowship from JRF to SRF The up-gradation of Fellowship from Junior Research Fellowship (JRF) to Senior Research Fellowship (SRF) would normally be considered after the completion of two (2) years of INSPIRE Fellowship. However, it can be considered after completion of one year as JRF if INSPIRE Fellow has an acceptance of at least one research paper (as a 1st Author) in any international peer-reviewed journal from the Ph.D. work carried out at the respective Host Institute. Mode and Cycle of Payment The fellowship grant shall be transferred through PFMS to the student’s host institute’s ZBSA Bank Account in the Bank of Maharashtra following CNA (Central Nodal Agency) Model. Host the institute shall transfer monthly fellowship to students’ bank accounts following the host institute norms.

INSPIRE INTERNSHIP aims to provide exposure to the top 1% of students at the Class X Board level by organizing Science Camps either during summer or winter which provides an opportunity for them to interact with Science icons from India and abroad, including Nobel Laureates.

Benefit: Duration of the Summer/Winter Camp: 5 days (excluding the days of Journey) Nature of the Camp: Residential except in Metropolitan Cities For the Interns: 1. Each day the schedule of the Program should comprise at least two lectures cum discussion of one and a half hours in the morning hours followed by hands-on experience in the second half (i.e., 1400Hrs to 1730hrs). 1. The coordinator should engage students in the thinking process on issues of national importance by way of organizing sessions for interns for writing on new and innovative ideas. The following are some of the key areas of priority: Second Green Revolution; Renewable and non Renewable energy; Clean energy; Natural resources utilization for sustainability; Make in India; Swachh Bharat & Ganga Rejuvenation; Energy conservation efficiency and sustainability; Harnessing Modern Technology for the second green revolution; Dairy and Livestock Sector; Solid & Liquid Waste Management; Recycling & processing of waste to conserve resources. 1. The program Coordinator can organize a pre-dinner interactive session with the students on the first day and initiate discussions about the role of science and technology in the development of the nation. 1. A session with the participating interns on writing new and innovative ideas on the above areas. The organizer shall evaluate these ideas by the external mentors present during the 4th or 5th day and select the best three write-ups in the raking of 1st 2nd 3rd ….. 10th. The interns whose write-ups will be selected for 1st-10th rank will be awarded during the valedictory function. 1. Each visiting Nobel Laureate has to interact with the Interns. 1. Pre-dinner Discussions of INSPIRE interns with Mentors may be arranged each day. 1. Lab infrastructure in the area of Physics, Chemistry, Life Science, Earth Sciences Mathematical Sciences, etc., Auditorium with sound system, Guest House, Hostel accommodation for boys and girls. For the Organizers/Mentors: 1. For the INSPIRE Internship camp of 5 days (excluding the Journey days), ₹ 6500/- student (as an uppermost ceiling/student) will be provided to the coordinating Institute/Department/agency to meet the INSPIRE Internship camp cost. 1. This cost includes travel costs (as per entitlement & actual), Boarding & Lodging, Stationary including Books & small experimental gadgets, etc., Consumables, Honorarium (to the Mentors, etc.), and organizational expenses for the Students and Indian Mentors invited for the respective INSPIRE Internship camps. 1. Honorarium to the mentors should be paid a maximum of ₹ 3000 per contributing day, with an upper limit of ₹ 6000 per mentor if the mentor contributes for more than one day in the entire camp duration. 1. For inviting a Noble Laureate to interact with the students in these Camps as an International Mentor, INSPIRE has also a provision of providing support with a maximum of ₹ 10,00,000 (all-inclusive) per Noble Laureate. Every year a maximum 50 no. of Noble Laureates can be invited to the INSPIRE Internship Camps.

The scheme "INSPIRE Scholarship for Higher Education (SHE)" aims to attract students to study basic and natural Science subjects at undergraduate and postgraduate levels and pursue research as a career by providing scholarships to interested and deserving students.

Benefit: The scholarship is valued at ₹ 80,000/- per annum. Each candidate will receive an annual scholarship @ ₹ 5000/- per month with a total value of ₹ 60,000/-. All the SHE scholars are required to undertake summer research projects under an active researcher in any recognized research centre across India. A summertime Mentorship grant of ₹ 20,000/- will be paid every year. The scholarship will be transferred to the scholar’s State Bank of India (SBI) bank account directly through Direct Benefit Transfer (DBT) mode.

Aimed at creation of an ecosystem to foster innovation and technology development in Defence and Aerospace by engaging Industries (incl MSMEs, start-ups, individual innovators R&D institutes, academia) and provide them grants and other supports to carry out R&D innovation for adoption in D&A Sector

Benefit: 1) SPARK (Support for Prototype and Research Kickstart) Grant: iDEX provides grants up to Rs. 1.50 Cr (up to Rs. 10 Cr in case of iDEX Prime) to the start-ups/MSMEs to fund the projects in many technological areas under Defence India Start-up Challenges (DISC) and Open Challenge through the Support for Prototype and Research Kick start (SPARK Framework) 2) Partner Incubators Support to iDEX winners:- (a) Partner Incubator will provide mentorship to startups/MSMEs selected by iDEX-DIO. (b) Partner Incubator will run programs like accelerators, incubation, etc. to strengthen selected startups/MSMEs beneficial for the India defence sector. (c) Partner Incubator will undertake initiatives to reach out, spread awareness and promote innovations for defence among students/ researchers at all levels in academia 3) The major benefits from iDEX Scheme to Indian Defence Innovation Ecosystem are:- (a) Facilitate rapid development of new, indigenized, and innovative technologies for the Indian defence and aerospace sector, to meet needs for these sectors in shorter timelines (b) Create a culture of engagement with innovative startups, to encourage co-creation for defence and aerospace sectors (c) Empower a culture of technology co-creation and co-innovation within the defence and aerospace sectors.

The scheme aims to enhance connectivity in inaccessible tourist and forest areas by installing ropeways. It provides a Capital Investment Subsidy of 40% up to ₹5,00,00,000/- to private investors establishing ropeway infrastructure with a minimum investment of ₹1,00,00,000/-.

Benefit: Capital Investment Subsidy: The scheme offers a subsidy of 40% against the Fixed Capital Investment. Maximum Ceiling: The maximum subsidy amount is capped at ₹5,00,00,000/- (Five Crore Rupees). Conditions The unit must be established and operated as per the definition, criterion, and standards defined by the Government. The unit must operate continuously for at least three years from the date of availing the subsidy. The beneficiary must submit a self-declaration regarding continuous operation on or before the 15th of April every year. If the unit closes within one year of receiving the subsidy, 80% of the amount must be refunded.

The scheme “Institutional Support for development and Marketing of Tribal Products/Produce” was introduced in 2014-15 by the Ministry of Tribal Affairs, Government of India.

Benefit: Activities to be undertaken under the Scheme: Market Intervention: The various aspects of marketing intervention which will be supported under this scheme are:- 1. fixation of equitable prices for existing products both manmade and natural; 1. Actual procurement by State agencies as a safety net program and not monopoly/nationalization. 1. Support during seasons of harvest when prices tend to get depressed; 1. Sharing of information on prices so that people can make informed and conscious decisions and thereby markets become efficient; 1. The IPR regime would be to document traditional knowledge and craft for seeking benefits of royalty and protection against piracy 1. Documentation and preservation of tangible and intangible heritage for promoting tourism etc. Supply Chain Infrastructure Development: 1. Setting up of efficient warehousing facilities, godowns, cold storages, etc. wherever necessary 1. Establishing processing industries for value addition. 1. Sharing of information on inputs with the producers/gatherers 1. Develop product-specific efficient warehousing both at the IA level and also at the village level 1. Training related to product-specific warehousing. Trade Information System: 1. Capturing information about different tribal products related to the sources, types, potential, production, collection, etc. 1. Collection and dissemination of trade information about various aspects of tribal products/web-enabled service SMS etc. In addition to the above, the following activities: 1. Creating brands or brands for tribal produce/products, 1. Developing product designs keeping in view the export market and support for exports.

Institutions of Eminence scheme has been launched in order to empower Higher Educational Institutions and to help them become world class teaching and research institutions.

Benefit: Financial Assistance would be provided to Government institutions up to ₹ 1000 crore additional funding from the government. The Institution would have the full freedom to mobilize resources from the industry or alumni or other donors and utilize it in accordance with its implementation plan without having to seek any permission from any authority. The lnstitutions of Eminence would be free to admit maximum 30% foreign students of the total admitted students. lnstitutions would be free to fix and charge fees from foreign students without restriction. The lnstitutions of Eminence would have the freedom to determine the domestic student fees,subject to the condition that credible programmes of scholarships and loans to ensure that the needy are able to pursue higher studies without any financial problems. The lnstitutions of Eminence shall have complete flexibility in fixing of cuniculum and syllabus, with no University Grant Commission(UGC) mandated curriculum structure. Academic collaborations with foreign higher educational institutions ranked in top 500 in global rankings would be exempt from government approvals.

Under the scheme "Insurance Scheme For Artisans", artisans are covered under Jana Shree Bima Yojana LIC or any other suitable policy. The premium amount, as stipulated in the insurance policy, is shared, with 50% from the Social Security Fund and the remaining 50% from the Government.

Benefit: Assistance in the case of Natural Death: ₹20,000/-. Assistance in the case of Death Due to Accident: ₹50,000/-. Assistance in the case of Permanent Total Disability Due to Accident (Loss of Two Eyes or Two Limbs): ₹50,000/-. Assistance in the case of Permanent Partial Disability (Loss of One Eye or One Limb Due to Accident): ₹25,000/-.

The objective of the scheme is to provide training for enhancing the skills of farmers besides imparting updated agricultural technologies to departmental functionaries.
