The scheme aims to ensure food security for economically vulnerable and priority households in Uttarakhand by providing them with a guaranteed monthly supply of food grains at subsidized rates. Under the scheme, the eligible households are entitled to 5 kg of food grains per person per month.

Benefit: Under the scheme, 5 kg of food grains per person per month are provided, including 2 kg of wheat at ₹2.00 per kg and 3 kg of rice at ₹3.00 per kg. At present, from 1 January 2023, food grains are being distributed free of cost.

The objective of the scheme is to honour individuals and teams for extraordinary achievements and outstanding contributions in the field of mineral discovery & exploration, fundamental / applied geosciences, mining and allied areas.

Expected Time of Disbursement: Awards are conferred on 26th November (National Milk Day).

The scheme "Direct Benefit to Artisans - Supports to Artisans in Indigent Circumstances" is designed to give a boost to the handicraft sector in India. Assistance of upto ₹8,000/- per month is granted to the Artisans in Indigent Circumstances in the form of monthly allowance/lump sum grant/ both.

Benefit: Assistance of upto ₹8,000/- per month is granted in the form of a monthly allowance or lump sum grant or both, disbursed via the Public Financial Management System (PFMS)/ Direct Benefit Transfer (DBT).

In the scheme "Infrastructure and Technology Support: EMPORIA" assistance would be provided for the setting up of emporia. These would be set up in commercially viable locations in the implementing agencies' own/rented buildings.

Benefit: Financial Assistance and Funding Pattern:The component-wise financial ceiling for emporia will be as mentioned: New emporia (Rented/Own building); Per Unit Cost (₹): 60,00,000. Strengthening / Renovation; Per Unit Cost (₹): 15,00,000. 80% of the admissible amount shall be borne by the O/o the DC (H) and 20% will be contributed by the implementing agency subject to the ceiling specified. In the case of NER, Jammu & Kashmir, Ladakh, and Andaman & Nicobar Islands, Lakshadweep- 90% of the admissible amount will be borne by the O/o the DC (H) and 10% shall be contributed by the implementing agency. 100% assistance will be borne by the Office of the DC (Handicrafts) for the Strengthening / Renovation of the existing Emporia. The rental amount will be borne by the IA.

The scheme "Infrastructure & Technology Support: URBAN HAAT" is introduced is to set up a permanent marketing infrastructure in towns/ metropolitan cities to provide direct marketing facilities to handicrafts artisans/handloom weavers, enabling them to sell their products to wider target audience.

Benefit: Financial Assistance and Funding Pattern for the Implementing Agencies: - For Urban Haat: ₹8,00,00,000/- per unit. - Funding Split: 40% by O/o DC(HC) and DC(HL) each; 20% by the implementing agency. - Land Contribution: Provided by the implementing agency, in addition to the 20% contribution. - Special Areas (NER, J&K, Ladakh, A&N Islands, Lakshadweep): 45% by O/o DC(HC) and DC(HL) each; 10% by the implementing agency. - Renovation Assistance: Up to ₹2,50,00,000/- with 100% borne by O/o DC(Handicrafts) & DC(Handlooms). NOTE 1: Assistance will also be given for Mini Urban Haats on need-based and feasibility. The financial assistance will be based on the number of stalls, land area & other deliverables in a proportionate manner. The PAMC shall comprise DC(HC), DC(HL), and a representative of IFW. Upon receipt of the Financial Assistance, the following shall be the deliverables for the Implementing Agency: 1. Souvenir Shop Benefits for the Buyers/Tourists: The Food & Craft Bazaar will provide leisure & recreational facilities for domestic as well as international tourists on the lines of Dilli Haat, which has already attained a prominent status amongst domestic & International buyers/ tourists.

The "NHDP: Research & Development Scheme" is introduced to generate feedback on economic, social, aesthetic, and promotional aspects of various crafts and artisans in the handicraft sector. The surveys and studies are sponsored/conducted to generate suitable inputs for planning purposes.

Benefit: The financial assistance shall be extended to eligible organizations as 100% grants in aid. The payments to all beneficiaries/concerned must be made through PFMS only. Direct Benefit Transfer (DBT): Funds will be directly transferred to the bank account of the concerned handloom weaver/worker or their children through the Direct Benefit Transfer (DBT) system. Payment Schedule The scholarship for the first year will be disbursed after the admission of the ward of handloom weavers/workers. Subsequent years' scholarships will be paid upon submission of the proposal, along with a copy of the mark sheet for the annual exam, and admission proof for the next academic session from the relevant institution.

The scheme aims to provide adequate and timely assistance from the banks to the handloom sector to meet their credit requirements for term loan & working capital in a flexible and cost effective manner across the country.

Benefit: Margin Money Assistance: 1. Individual Handloom Weaver/Weaver Entrepreneur- Margin Money assistance @20% of the loan amount, subject to a maximum of ₹25,000/-. 1. Handloom organization - Margin money assistance @20% of the loan amount, subject to a maximum of ₹20.00 lakh (margin money @₹2.00 lakhs for every 100 weaver/worker). Additional margin money requirement, if any as per banking norms will be borne by the beneficiary Agency. 1. Margin money assistance to Primary Handloom Weavers’ Co-operative Societies/Apex Handloom Weavers’ Co-operative Societies/State Handloom Corporations will be provided on the recommendation of the State Director of Handlooms. Interest Subvention: 1. Subsidized loans at a concessional interest rate of 6% for a period of three years will be available to eligible handloom organizations only. However, this is subject to interest subvention cap only upto 7% by the GoI. 1. Interest subvention as applicable will be provided a maximum of 3 years from the date of the first disbursal. Credit Guarantee: 1. The loans extended to the eligible handloom organizations will be guaranteed by the National Credit Guarantee Trustee Company (NCGTC)/Credit Guarantee Fund Trust for Micro & Small Enterprises (CGTMSE), as per the decision of the Bank/Financial Institution concerned. Guarantee cover will be effective from the date of disbursement of the loan for 3 years. 1. If the loan amount sanctioned is ₹1.00 crore, the handloom organization is eligible for getting maximum margin money assistance of ₹20.00 lakhs (margin money @₹2.00 lakhs for every handloom weaver/worker). Therefore, a credit guarantee would be covered on the loan amount disbursed upto ₹1.00 Crore. 1. The credit guarantee fee on the loan amount disbursed would be borne by GoI for a period of 3 years. Note 01: Under the scheme, the loans will be provided to all eligible handloom beneficiaries for 3 years. Note 02: Individual handloom weavers who have availed loans upto the issuance date of guidelines will be eligible for getting benefits of interest subsidy and credit guarantee fee upto 3 years from the date of first disbursal of the loan amount. These benefits will be discontinued thereafter for sanctioning fresh loans to individual weavers. Note 03: Loans extended by banks up to ₹10.00 lakhs will be covered under MUDRA and loans above ₹10.00 lakhs will be covered under Concessional Credit. Note 04: Margin money assistance to Handloom Organization will be provided on a pro-rata basis. The lower side of margin money assistance i.e. @₹2.00 lakhs for every 100 weavers/workers or @20% of the loan amount sanctioned subject to a maximum of ₹20.00 lakhs, whichever is less will be considered. Note 05: Margin money assistance will be transferred directly to the loan account of Handloom Organization while interest subsidy and credit guarantee fee will be transferred to the concerned bank.

The scheme aims to promote employment generation through entrepreneurship development in the small ruminants, poultry, piggery, and the fodder sectors by providing financial and institutional support to individuals and organized groups under the National Livestock Mission.

The scheme aims to promote entrepreneurship in rural poultry farming. Through this scheme, a 50% capital subsidy is provided for establishing Parent Farms, Rural Hatcheries, and Brooder cum Mother Units.

Benefit: Financial Assistance: - One Time 50% capital subsidy of the total project cost will be provided with maximum subsidy up to ₹25 lakhs for each unit. Note 1: The Central Government will provide 50% capital subsidy for the cost of the project for establishment of Parent Farm, Rural hatchery and Mother Unit with minimum 1000 parent layers. Note 2: Subsidy will be the capital subsidy and provided in two equal instalments. First instalment will be released upfront to the scheduled bank or financial institutions like NCDC etc. by SIDBI to be credited to the Entrepreneur/ Eligible Entities’ account after the bank or financial institution releases First Instalment of loan to the beneficiary and its confirmation by State Implementing Agency. Note 3: Beneficiaries will be eligible for release of the second instalment by SIDBI after completion of the project and certified so by the State Implementing Agency. Note 4: In case of the self-financing project, the project needs to be appraised by the bank where the Entrepreneurs/Eligible Entity have account. The first instalment of 50% subsidy will be provided into the lending bank by SIDBI where the beneficiary has account. The subsidy will be released only when the beneficiary has made expenditure of 25% cost for the project towards infrastructure and has been verified by the State Implementing Agency. Note 5: Remaining amount of 50% subsidy will be provided y SIDBI after completion of the project and verified by State Implementing Agency. Note 6: The Entrepreneurs / Eligible Entities interested in taking benefit under the entrepreneurship project in self-financing mode, need to provide Bank Guarantee from the scheduled bank valid for three years for the remaining cost of the project beyond the cost of subsidy sought for support. This Bank Guarantee shall be provided in the name of the Department of Animal Husbandry and Dairying, Ministry of Fisheries, Animal Husbandry and Dairying. Note 7: The Entrepreneurs / Eligible Entities need to arrange the remaining amount through bank loan or from the financial institution or self-financing.

"Establishment of State Semen Bank (Genetic Improvement of Sheep and Goat breeds)" aims at the genetic improvement of sheep/goat breeds through selective breeding by propagation of superior male germplasm through artificial insemination.

Benefit: One-time assistance of up to ₹ 10,00,000/- will be provided to the state for strengthening of existing cattle and buffalo semen bank to store and distribute goat frozen semen. The assistance will be provided for procurement of equipment like cryo-container and other related equipment.

The Scheme aims to enhance per-animal productivity, reduce inbreeding, and minimize sexually transmitted diseases in pigs. Through this scheme, financial assistance is provided for establishing semen processing labs at government pig farms.

Benefit: Establishment of Semen Processing Laboratory: Assistance is provided for setting up a semen processing laboratory at government pig farms to produce high-quality liquid boar semen for artificial insemination. Financial Assistance for Laboratory Setup: One-time grants-in-aid of up to ₹1.5 crore are provided as the Central share for the construction of semen laboratories and maintenance of breeding boar units. Support for Initial Operational Expenses: Financial assistance of ₹30 lakh is provided for the procurement of consumables, medicines, chemicals, and other materials required for initial semen processing activities. Funding Pattern: General States: Funding is shared in the ratio of 60:40 between the Central Government and the State Government. North Eastern & Himalayan States: Funding is shared in the ratio of 90:10 between the Central Government and the State Government. Mode of Disbursement: - The funds are provided as a one-time grant to the concerned state government through its Animal Husbandry Department. Frequency of Disbursement: - One-time disbursement. Validity: - The financial assistance is granted for the establishment of the laboratory and the first-time procurement of necessary materials.

Benefit: Funding Pattern: Assistance will be provided on a cost-sharing basis of 60:40 for all States and 90:10 for North Eastern and Himalayan States.

Note 2: The funding will be provided for the cost of housing, breeding animals along with transportation & insurance cost, equipment /machines. Mode of Disbursement: - The subsidy will be provided in two equal instalments by SIDBI to the scheduled bank or financial institution. - The first installment (50% of the subsidy) will be released after the financial institution releases the first loan installment and confirms the same with the State Implementing Agency. - The second instalment (the remaining 50% of the subsidy) will be released after project completion, subject to verification by the State Implementing Agency. Disbursement in Self-Financed Mode: - For self-financed projects, the first installment will be disbursed when the entrepreneur has spent 25% of the project cost on infrastructure and the expenditure has been verified by the State Implementing Agency. - The second installment will be provided after the project is completed and verified by the State Implementing Agency. Bank Guarantee Requirement for Self-Financing Mode - The entrepreneur must provide a Bank Guarantee valid for three years for the remaining project cost beyond the subsidy amount. - The Bank Guarantee should be in favor of the Department of Animal Husbandry and Dairying, Ministry of Fisheries, Animal Husbandry and Dairying.

The objective of the scheme is to award scholarships to meritorious students of economically weaker sections to arrest their drop out at class VIII and encourage them to continue their education at secondary stage.

Benefit: Under this scheme, 1,00,000 fresh scholarships @ ₹12,000/- per annum (₹1,000 per month) are awarded to the meritorious students every year at Class IX level, which can be continued upto Class Xll. The awardees will be required to open bank accounts preferably in SBI, or any public sector bank or any scheduled bank which has core banking facility.
