The scheme aims to promote traditional wool spinning and weaving activities in the state while providing sustainable employment opportunities to local artisans and weavers.

Benefit: Under the scheme, four regional offices of the Regional Superintendent of Industries (Wool) have been established at Chamba, Srinagar, Almora, and Jaspur. These offices oversee spinning and weaving activities through departmental spinning/production centers. - Trainees who are willing to work in spinning and weaving are selected and provided with wool/NMC spinning wheels. They can carry out spinning and weaving either at the departmental centers or at their own homes. Weavers are compensated for their work according to rates fixed by the Khadi Commission, Government of India, ensuring year-round employment. - To support weavers and spinners, the Khadi & Polyvastra Artisan Welfare and Pension Trust has been established in the state. Upon registration, each artisan receives a 12% contribution from the artisan and a 12% contribution from the department. Additionally, artisans are entitled to receive 25% of their annual spinning and weaving wages as a bonus.

Eligible Capital Investment: For calculating the capital grant/assistance, "permissible capital investment" includes peripheral infrastructure (boundary wall, internal roads, and other basic structural facilities), structure and building, plant, indigenous and imported machinery and equipment, material handling equipment, mechanical, electrical, and plumbing installations, fixtures, furniture and fittings, waste management facilities, transformers, generators, captive power plants, and other auxiliary facilities installed for use on the premises and their related installation expenses. Excluded Capital Investment: Investment in "land and land development," pre-construction expenses, consulting fees, capitalised interest, and working capital will not be included in the calculation for the capital grant. Conditions: Full payment by the investor for all capital assets and complete ownership of the project is required. All capital assets must be installed and used at the project site. Interest Subsidy Reimbursement: Amount: 3% interest subsidy on term loans. - Category A districts: Maximum ₹4,00,000 per year, per unit. - Category B districts: Maximum ₹5,00,000 per year, per unit. - Category C districts: Maximum ₹6,00,000 per year, per unit. Intended Use: Applicable to eligible tourism units on term loans taken from notified commercial banks, financial institutions, state government cooperative banks, regional rural banks, or financial institutions recognised by the Government of India/State Government for financing the permissible capital investment. Conditions: The interest subsidy reimbursement will be payable for a maximum of 3 years from the date of commercial operation commencement. The percentage of interest subsidy reimbursement will be calculated annually based on the interest paid by the unit on the term loan after commercial operation commences.

In this context, UCOST is working to develop the district as an ideal district by coordinating with NGOs, self-help groups, various state and central government departments, and other institutions operating in Champawat district.

The scheme aims to create a knowledge base by conducting conferences, seminars, and workshops in twenty-two Indian languages. The scheme provides a maximum funding of ₹2,00,000/- per programme to eligible institutions, along with an honorarium of up to ₹5,000/- per session for subject experts.

Benefit: The scheme provides financial assistance up to a maximum of ₹2,00,000/- per programme. The honorarium for experts is a maximum of ₹5,000/- per expert and per session. Terms and Conditions The approved conference, seminar, or workshop must be conducted within six months. A minimum of one-third of the resource persons must be from an industry background. One expert can give a maximum of two lectures for the conference, seminar, or workshop. The coordinator must maintain a webpage for the event on the website of the institute. The institution must post the link to the funding schemes of the All India Council for Technical Education on its website and the event webpage. Any change in the programme schedule, coordinator, or venue requires prior approval from the council, failing which the grant offer is automatically withdrawn. Funds sanctioned for a particular event cannot be utilized for any other programme or conference. If the event is cancelled, it must be reported immediately, and the grantee must refund the entire amount with a 10% simple interest. Any unutilized amount must be refunded to the All India Council for Technical Education through Real-Time Gross Settlement or National Electronic Funds Transfer only. The logo of the All India Council for Technical Education must be prominently displayed on all online and offline information, stage backdrops, podiums, and publicity materials, which must be in an Indian language.
